            The 10th Police Regional Mobile Group (PRMG) undergoes significant changes and modification brought about by time, shift in governmental administration and circumstantial necessity. Formerly known as the Elite Force 57th PC Battalion prior to its dissolution and became the Regional Special Action Company (RSAC) way back in June 12, 1983. The first Company Officer was then 1Lt Arnulfo Espiritu followed by Capt. Tito Cagurangan, Major Reyes and Capt. Rogelio Bacayana of the defunct PC/INP, a major command of the Armed Forces of the Philippines (AFP). Initially, the company serves as the Striking Force or the operating unit of the region to counter terrorist and counter subversion.

With the assassination of the late Senator Benigno Aquino Jr on February 1986, Philippine history eventually turned leading to the ouster of the late Pres. Ferdinand E. Marcos by an internationally acclaimed Peoples Power otherwise called as the “EDSA Revolution.”  Such historical twist led to the re-establishment of the RSAC into Regional Special Action Force (RSAF) on May 18, 1986 under Lt. Col. Patrocinio Kitani, the first Force commander. Lt. Col. Kitani was then followed by Lt. Col. Teofesto Salcedo, Lt. Col. Roland Villano, Lt. Col.Rodulfo Esparagosa, Lt. Col. Teodorico B Capuyan, Lt. Col. Bernardino Banac, Lt. Col. Carlito Tabaculdi and Lt. Col. Hilario Cain.

Furthermore, the promulgation in 1991 of the R.A. 6975 otherwise known as the “DILG ACT of 1990” brought about fundamental change not only in regional level but in the whole organization. Technically, the constitutional provision for the establishment of one Police Force was organized, which shall be national in scope and civilian in character under the administration and control of the National Police Commission (NAPOLCOM). Thus, the Philippine National Police (PNP) was hereby established, initially consisting of the members of the Police Forces who were integrated into the Integrated National Police (INP) pursuant to P.D. Nr. 765 and the officers and enlisted personnel of the Philippine Constabulary (PC). Apparently, the regional Elite Force was re-designed spearheaded by then Capt. Felicisimo Khu Jr. established the Regional Mobile Force (RMF). Its mission was to plan and conduct special operations anywhere in the region particularly in the aspects of counter insurgency, counter subversion, conventional warfare, anti-terrorism and other related operations to respond to crisis contingency or counter insurgency and related situations extending beyond the capabilities of the Provincial Command. Lt. Col. Rolando Tana Brillantes  was the first RMF commander followed by Lt. Col. Edgar Deramas , Lt. Col. Emmanuel Esparagosa and Lt. Col. Emmanuel Luisma.

            The year 1993 however, witnessed the gradual resurgence of lawlessness and subversion in the country. With this regard, the NHQ at Camp Crame trained a group of PNP Special Action Force and deploy it to the different region nationwide to revive and continue the fight against insurgency.  They were tasked to train, re-train, and re-fresh every men in uniform about the Special Counter-Insurgency Operation Unit Training (SCOUT). This trend led to the re-structuring of the RMF that brought about into action on 05 October 1996 the National Award winner - Police Regional Mobile Group 10. The first Group Director was PSUPT Oscar Dacoycoy Aguda followed by PSUPT Rodulfo Miñosa, the late PSUPT Eduardo Navarro, PSUPT Lyndel A Desquitado, PSUPT Diosdado B Bastismo Sr, PSUPT William T Manzan and PSUPT Celso Gomera Regencia from 2004 to 2007. Presently, the Group is under the command of PSUPT Gerardo Manubay Rosales, MPSM.

 

MISSION AND FUNCTIONS:

To plan and conduct special operations anywhere in the Region, particularly in the aspect of Counter-insurgency, unconventional warfare, anti- terrorism and other related operations.

  • To respond to crisis, contingency or counter-insurgency related situations extending beyond the capabilities of the Police Offices and Municipal Police Stations.
  • To develop, organize and train organic personnel in the furtherance of assigned mission.
  • Command, control and support organic and attached elements.
  • Establish, support and operate a forward operations base whenever the need for such arises in coordination with other PNP and AFP units within AOR.
  • Conduct suppressive operations against dissidents and some other forms of lawlessness as an independent unit or part of a larger force.
  • Perform law enforcement operations in support for its basic mission when so directed by the Regional Director.
  • Conduct long range reconnaissance, surveillance and target acquisitions.
  • Conduct recovery/hostage operations.
  • Render civil assistance, search and rescue operations during civic actions, disaster and other natural calamities in an emergency situation and
  • Perform other mission as directed by the Regional Director.    

 

The 10th Police Regional Mobile Group (PRMG) is presently stationed at Camp General Nicolas Capistrano, Upper Gusa, Cagayan de Oro City and has Three (3) Police Regional Mobile Units (PRMUS) and One (1) Combat Support Company (CSC) that covers the entire area of Region 10 which comprises the provinces of Bukidnon, Camiguin, Misamis Oriental, Misamis Occidental and Lanao Del Norte with two (2) urbanized cities of Cagayan de Oro and Iligan; and seven (7) component cities of Malaybalay, Valencia, Oroquieta, Ozamis, Tangub, Gingoog and El Salvador; with eighty four (84) Municipalities; and two thousand twenty (2,020) Barangays. 

The 1st Police Regional Mobile Unit (PRMU) under the command of PINSP CHRISTOPHER ALCANTARA LEAÑO as Unit supervisor established its Headquarters at Barangay Alae, Manolo Fortich, Bukidnon with detachments at Barangay Lingating of Baungon, Barangay Miarayon of Talakag and recently put up temporary Police visibility points at Busco, Quezon and Barangay Banga, Impasug- ong and in Barangay Caburacanan, Upper Pulangi, Malaybalay City, Bukidnon.

 The 2nd Police Regional Mobile Unit (PRMU) is presently stationed at Poblacion Tudela, Misamis Occidental under PSINSP MAURO PAL-ING GURAY as Unit supervisor and with detachments at the Municipalityu of Sapang Dalaga, Clarin and Barangay Sta. Maria, Tangub City, Misamis Occidental.

The 3rd Police Regional Mobile Unit (PRMU) is currently stationed at Barangay. Dampil, Lagonglong, Misamis Oriental under the command of PSINSP DARYL GERUNDA ARANTON as Unit supervisor.
